HISTORY

Our Journey

Established in 2011, the Jamaica International Financial
Services Authority (JIFSA) was created to position Jamaica
as a leading jurisdiction for international financial and
business services.

Working with the Ministry of Industry, Investment and
Commerce, we strengthen legislation, promote investor
confidence, and ensure Jamaica’s financial sector remains
transparent, competitive, and globally aligned.

2008

JIFSA was conceptualised as a project under JAMPRO.

2011

The JIFSA Act was passed and enforced. JIFSA was made an independent entity under the Ministry of Economic Growth and Job Creation.

2012-2015

Seven (7) pieces of legislation under the JIFSA suite were formulated.

2016

The IBC Act was removed from the suite of legislation.

2017

The Partnership (General and Limited) Acts as well as the International Corporate and Trust Services Providers Act were passed.

2019

The Trusts Act was passed.

2022

The International Corporate and Trust Services Providers Act was renamed as the Trust and Corporate Services Providers Act.

2025

The Segregated Accounts Companies Act was passed.

Senator Aubyn Hill

Minister of Industry, Investment and Commerce

Minister Aubyn Hill has over 35 years of working experience in the private sector. As an international banker, he has lived in nine countries and done business in more than 125.

With a MBA from Harvard Business School, Senator Hill spent 21 years as a banker in the Middle East. Starting in 2002, he also led the management team which completed the successful turnaround of one of the largest banks in the Caribbean, National Commercial Bank Jamaica Limited (NCB).

In 19 months, Aubyn and his team moved NCB’s stock price from $5.51 when he joined to J$31.70.

After The Most Honourable Andrew Holness was returned as Prime Minister in a landslide election on September 3, 2020, he invited Senator Aubyn Hill to join his cabinet in the Ministry of Economic Growth and Job Creation.

On January 11, 2022, Prime Minister Holness reshuffled the Cabinet and appointed Minister Hill as Minister of Industry, Investment and Commerce. Minister Hill has responsibility for 20 agencies and departments.

Minister Hill has a firm interest in facilitating, enabling and encouraging small and large Jamaican businesses to grow, create good Jamaica jobs and be profitable. His focus is on growing exports exponentially and securing greater local and foreign direct investments into the Jamaican economy

Delano Seiveright

Minister of State in the Ministry of Industry, Investment and Commerce

Delano Seiveright is Jamaica’s Minister of State in the Ministry of Industry, Investment and Commerce (MIIC), popularly known as the “Business Ministry” and one of Government’s super ministries. The Ministry oversees more than twenty agencies and departments that drive business growth, investment promotion, and economic competitiveness, including the Jamaica Promotions Corporation (JAMPRO), the National Export-Import Bank of Jamaica, the Fair Trading Commission, the Cannabis Licensing Authority (CLA), the Companies Office of Jamaica, and the Bureau of Standards Jamaica, among others.

An experienced public servant, Seiveright’s career reflects a strong commitment to national development through governance, tourism, business, and international stakeholder engagement. As a strategist and policy specialist, he has influenced policy and legislation on investment, tourism, economic growth, and cannabis law reform.

He previously served as a Senator and Minister of State in the Ministry of Tourism, and before that as an Advisor and Senior Communications Strategist in the Ministry, working closely with Minister Edmund Bartlett to implement initiatives that delivered record growth, improved worker welfare, and strengthened economic linkages. 

Beyond government, Seiveright has consulted in corporate communications, business development, and investment, while serving on several public boards, including JAMPRO, the Jamaica Tourist Board (JTB), the Tourism Product Development Company (TPDCo), the Cannabis Licensing Authority, and the National Insurance Fund.

A former radio host and newspaper columnist, he remains active in political and civic life. He attended Calabar High School, earned a Bachelor’s degree in Political Science from the University of the West Indies, and holds a Master’s degree in Public Policy and Management from the Un

Rickie Davis

CEO, Jamaica International Financial Services Authority

Rickie Davis is a corporate attorney with a Bachelor of Arts in Political Science from Florida Atlantic University, a Juris Doctor (JD) from the Nova Southeastern, Shepard Broad Law Center and a Certificate of Legal Education from the Norman Manley Law School.

He migrated to the British Virgin Islands where he was called to the bar in that Jurisdiction and practiced there for 12 years. Prior to returning to Jamaica, he was In-House Legal Advisor as well as a director of Morgan & Morgan Trust Corporation (now MMG Trust (BVI) Limited).’

In this capacity he was responsible for all legal advice to the trust company, its clients, and its affiliate branches in China, Belize, London, Geneva, Zurich and Panama. In this role he was required to liaise with the BVI Financial Services Commission (FSC) as he was responsible for all matters relating to the BVI FSC.

On his return to Jamaica, he joined Grace Kennedy Limited as one of the four (4) resident legal counsels. Duties assigned included assisting with divestments, acquisitions, contracts and HR issues relating the parent company and some of the subsidiaries. Mr. Davis joined the Jamaica International Financial Services Authority (JIFSA), an agency currently under the Ministry of Investment Industry and Commerce, as its Technical Legal Advisor in 2019.

He has been the Acting Chief Executive Officer of the agency since June 2021. The JIFSA is the statutory body charged with the responsibility of developing the legislation to take Jamaica into the financial services industry domestically and internationally.
